I just wonder the "access rights" for Administrator account and those accounts
having administrator rights will have a slight different. In other words, the
default Administrator account is the most powerful as compare to those having
administrator rights. Is it right to say that?

If you have rights as a Domain Administrator, but the Domain Administrator group does not have Local Administrator rights on the workstation, you may not be able to change the local Administrator password directly using standard NT tools. Not knowing if this is in an NT domain environment makes the situation a bit unclear.
