Ignorance of the rules is not an excuse. The fact is, many end-users, to put it mildly, are morons. And to be fair, there are many end-users that are sharp as a tack. The folks that got bit by this, are morons... They will do anything regardless of the consequences, despite all of the warnings I/T folks give them.

Again, the folks that wan't to find the folks at fault for spreading this thing have to look no farther than their own mirror image..< s >..
