Let's not forget that Office is part of the Universal. Even running just VFP on Win9x, if you're integrating with Office, then having the latest versions (including docs) can be invaluable.

Then there's the MSDN Library. While it's free (now) to registered VFP developers, this may not alway be the case.

Plus, when SPs you get them as well as version upgrades and, of course, betas. So even if one is only working in VFP, there's a lot to consider.
