Sorry, no solution, but a question. . .

I have a similar annoyment (new word?) with the (file) Explorer left pane, specifically 90% of the time clicking a +box or -box essentially does 2 clicks, resulting in the same state of the list (but moved to make it really annoying) as it was. Are you experiencing anything like that? [I too have this only on a Win98 SE, more or less up-to-date, PC]. 2 others, WinME and Win2K are fine.

I just tried to try what you describe and I don't have THAT happen here on the same machine.
I opened a 90 page Word97 document, placed the pointer on the down-arrowed scroll button down the right side and held it for 6-8 seconds. It acted as I would have expected and as soon as I lifted my finger scrolling stopped.

My mouse in IntelliMouse Explorer model connected via PS/2 port.
