I tried IconEdit32, and didn't like it, because it had no facility to shrink the icon. So I tend to use Imagedit. I've tried to programmatically shrink an icon, but I'm missing a few "pieces". I did get as far as being able to combine icons, but not much farther.

There is an issue with VFP 6.0 and 256 color icons. I can't exactly remember the details, but it may be the reason behind the behavior you've experienced. I haven't tested it with VFP 7.0, so I don't know if this applies there or not. For that test, I used VC++ to create the icon file.
