Does the user logged in to this other system need rights on the NT server that's running oracle? So I'm not even at the vfp stage yet on this other PC.

I reccommend you work with a User DSN. How are you trying to set this up? Manually through the ODBC Administrator control panel? All you should have to do is use my ODBC DSN class in a VFP prg or method to check for then create a DSN if what you need does not exist. Once you create the User DSN, you can use that to connect via SQLExec or a remote view. YOu can also create a connection in the DBC that uses a string instead of using a DSN. Look at the bottom of my class for an example of a string. It will be in the context of a SQLStringConnect function.
