I got an "OK" response from the "ATI7" command, so I am still in luck. =)

Ouch. That does not bode well. I would have expected something much more meaningful than "OK". Do as I suggested previously - test this modem outside of VFP. Try Control Panel | Modems | Diagnostics at the minimum.

So executing the "AT#VLS", "AT#VBT" et al commands must depend on having the "AT#CLS=8" command return "OK" or else issuing them would be useless?

That fairly well covers it, yes. Try going here and see if a manual is avalable for your model modem.
