Yes, there is learning curve, but then there is with every framework. It depends on the amount of time you the user want to invest. There is NO plug-in that I know of, if someone finds one let me know ...

I had the good fortune, a couple of years ago, to become acquainted with VPM when a former client asked me to help in the conversion of an app they had purchased (from VPM5 to VPM6) and the training of their programmer in both VFP and VPM. I found the 'learning curve' for VPM to be very shallow. After 15 years I had retired my business so I could work locally and come home at nights and weekends. But, if I ever restart my consulting business VPM will be my tool of choice on the WinXX platform. (On the Linux platform it is KDE+KDevelop+QT3+PostgreSQL)
