The best deals in Bolivia currently are ADSL, and prices for a 256 Kbps line are US$ 108.50 per month. Faster speeds are available, too. For home use, you can get 128 Kbps for ca. US$ 60.

Why so expensive? Potential market is still too small?

For comparison:
Our phone company, Alltel, offers tier 1 ADSK (384KB) for about $50/month (20 for internet account and 30 for ADSL, which includes the Cisco 775 router acting as a DHCPD). IIRC, Tier 2 is about $250/mon and Tier 3 is $1,500/month.

Our TV Cable Company requires that one buy the $14 basic cable service, and then charges $45/month for a 2Mbit Road Runner connection. The Rhode Island RoadRunner subscribers are reporting 8Mbit connection speed.

I switched from ADSL to RoadRunner last spring. I usually can get a download speed of between 205 -240KB/sec, depending on how heavy the download source server is being loaded.
