You could work out of different key pools, or implement a compund primary key, which is a combination of location number and arbitrary integer.

If 2 offices were working at the same time, adding records to the same dbf, I don't see anyway to keep the primary keys in-synch. I certainly agree that it makes an excellent way to keep an off-site backup.
