It is definitely possible to do what you are trying. In fact, I can not recall this problem so I tried it in Foxprow 2.6 and did not get the same results.

I assume that the report will show 8 fields, 7 static fields and one memo? If I add the Memo to the detail band, on the line before the columns, and size the field to 8", the data will print across the page and not in one column. There is a problem however, if you have "Field can stretch" turned on for the memo field. By having the memo field first in the detail band, the data can overwrite the columns below it because "float" was not an option.

One way to get around this is to have the Memo field come after the column data in the detail band. Another option that allows the memo to come first is to create a Data Grouping on "RECNO()". If you add the memo field to the Group Header with "Field can Stretch", it will stretch properly without overwriting the column data in the detail.
