I have also witnessed the same behavior. When you build it into an .EXE however, the form concerned does become active. That's why when test running the top-level form I just ignore that annoying behavior altogether.

The form SHOULD be AS TOP LEVEL FORM, setting ShowWindow otherwise will generate an error message saying something like 'form ShowWindow must be 2'

What you can do if you want a toolbar in your top level form is use the form's AddObject method and instantiate the toolbar class you have created.
