Are you sure the originator of the new files added them to VSS and then did an Update Project List on their end? "Allow Mutliple Checkout Of Files" has to be turned on for the shared PJM to work properly for everyone...

That sounds good to me! It can be a pain while a project is still in a high state of flux, but once it settles down and doesn't have files being added/deleted, build will be a cakewalk, and you can be assured your builds always have everyone's latest and greatest changes.
