It is, sort of. Get yourself a file manager, or at least fix your copy of Internet Explorer to show system/hidden files etc. pp. *g*
The default temp directory for a user is indeed located below the hidden 'Local Settings' directory, which is located in their home directory below 'Documents and Settings' (names translated back from the German ones - the actual names in USian or English Windows versions may be different but should be somewhat similar). Nice implicit stress testing that ensures that apps don't break on filenames containing blanks or directory names that consume a significant portion of the filename limit (probably done this way because Microsoft products used to have problems in both respects, and some still do).
