we do more or less the same using visual extend for storring textstrings that will compile into the headers and that will show up in the Textboxes

we have an aplichation called "translation" where the customer can change the translation of the textstrings. Th ones for the textboxes show up emidiatly.The other ones will be compiled an they get an app as update.
We use a seperate app fpr each larger Form.
