Are you sure you're properly distinguishing between hot keys and shortcuts?

Hot keys are the items you can use when a menu has focus to quickly move to that item. Shortcuts are items you can use even when a menu doesn't have focus (like CTRL+C for copy). To open the menu pad, you need a shortcut.
