You may have a couple of alternatives to reinstalling Windows 2000.
First is if you can get someone to build you a setup.exe that includes Windows Installer, you could install that and it might fix whatever problem you're having. It could just be a dummy app, just be sure they mark to include Windows Installer in the setup since that's all you really want anyway.
Second is that Windows Installer is available for download as part of the platform SDK. See
http://www.microsoft.com/msdownload/platformsdk/sdkupdate/default.htm?p=/msdownload/platformsdk/sdkupdate/psdkredist.htm. This may require you also to install the core SDK, which is large, but doing so may be easier or at least less drastic than reinstalling the OS.
Windows 2000 originally shipped with Windows Installer 1.10, but 2.0 came along shortly after that and it's likely that's what you have on your machine. Windows Installer 3.0 was just released, and may be the version you now get with the platform SDK.
