Nope, I am bad with words as you have told before. The NewsGroups and UT are all official. There are 2-3 sites that are not.

What does Moot mean? Anyway, you are exactly right, because of the low traffic there, MS doesn't feel that any VBer who awnsers many questions there is not a competitor (while maybe MVP or MVP worthy), there is just not enough of a challenge to make it a deciding site.
